About This Application for Inclusion in UNESCO’s “Memory of the World” Registry
Our application project for the inclusion of our collection of kamikaze-(hereafter tokkō-)related documents in UNESCO’s “Memory of the World” registry is not being undertaken to in any way glorify, romanticize, or rationalize the historical legacy of tokkō. Rather, we make this application to the UNESCO’s Programme as a living testament to the tragedy, brutality, and folly of war in the hopes that humanity will never again experience such horrors.
1. Application Overview 1.1 Title ““Chiran: Repository of War Memories”; Collection of Documents Related to the 1945 Battle of Okinawa Kamikaze (Tokkō) Campaign”
1.2 Applicant Minamikyushu City, Kagoshima Prefecture
1.3 Documents Being Submitted The submitted items are comprised of a total of 427 items ownned by the City of Minamikyushu.
* Detail of 427 Items 1) The 412 of 427 items are personal records of the tokkō pilots who engaged in the Battle of Okinawa between March and July of 1945. 2) The 15 of 427 items are personal records of exchanges with the pilots written by local residents during the same period.
1.4 Criteria for Document Inclusion in Collection to be Submitted a.The document has been confirmed as: authentic and as having been written from between March and July 1945 in the context of tokkō operations during the Battle of Okinawa; and the identity of its author can be confirmed and identified by name as someone who was either a tokkō pilot or an individual acquainted with (a) tokkō pilot(s). b.The document has been confirmed as having been written either shortly before or after a specific tokkō sortie. c.The identity of the original donor and source of the document collected by Minamikyushu City (formerly the town of Chiran) has been confirmed and recorded, and the document is presently in the custodianship of Minamikyushu City. d.The final number of documents to be included in the collection for submission is currently still under consideration. It is anticipated that the inclusion in this submission of related documents written by authors other than actual tokkō pilots will mean the number of items will surpass the 333 items that were included for submission in last year’s application proposal.
1.5 Overview of the Application Package “Chiran: Repository of War Memories” comprises records of the tokkō pilots who engaged in the Battle of Okinawa, along with materials from local residents. These records reflect the circumstances and sentiments of the pilots and the residents, highlighting the human cost of total war. These documents symbolize the unique historical background of a nation standing on the brink of life and death, and thus represent a rare historical asset internationally.
2. Project Evolution June 2012 – Application project approved by Minamikyushu City municipal assembly June 2012-July 2013 – Minamikyushu City “Memory of the World” Project Preparation Committee begins work February 2014 – Application submitted to UNESCO for 2015 inclusion in “Memory of the World” registry June 2014 – Application remanded by UNESCO Headquarters to MEXT committee for screening domestic “Memory of the World” applications, where it is turned down January-May 2015 – Meetings held by Minamikyushu City “Memory of the World” Promotion Committee June 2015 – “Memory of the World” application package will be submitted to MEXT committee for screening domestic “Memory of the World” applications September 2015 – MEXT committee will announce its decisions regarding “Memory of the World” applications
